Settings file load question

When the game 1st starts, which settings file does it load? It seems to load the "highest" one based on the alphabetic name of the file.
For example, if there is a settings.stg and a Zsettings.stg, it loads the Zsettings one. (I think)

Can anyone confirm if this is true? I have several settings files, and I'd like to name them so that the correct one is "auto-loaded".
