Association Mode for ultimatebase Roster 1989 season

I cant seem to find a answer on this i figure i should ask , What do i do with the extra teams slots Bobcats/Raptors/Grizzlies/T-Wolves/Magic ! . i want to Play every season from 89 - 2015 with all the drafts just cant have teams with 300mil players with 25 rating if anyone can help thanks so much been looking for a solution .
