Unlocking Hidden Files

I am trying unsuccessfully to install UBR v38. Can't get anything to show up. But I'm wondering if anyone knows how to unlock hidden files?

Go into the Control Panel and pick Folder Options (may be under Appearance/Personalization)*, then View tab and mark "show hidden files" in the list.

*Or type "Folder Options" in the Start Menu search box.
