Patrick Mills sign spurs!
but i can't see Mills on Free Agent, i use REDitor to edit the team id 1 and 2 to 23 ( Spurs )

did you change his player type from 0 to 4?

TeamID on the players tab does nothing but change the background logo on their portrait. To assign to a team you need to edit the teams tab. To make a free agent, change the player type like yonly1ME, said, then change ISFA to 0.
