open nba2k mod tool

I try to open the program but it always open the JAVA installer, i install it but it's always show me this picutre :


After i press OK nothing happens..

Anyone can help me to solve this situation?
There is another program to edit .iff files?

right click the .jar file,

hit Open With

Then Java (TM) Binary platform or whatever.
