How to add/update rosters to Xbox 360?

How am I able to update rosters with no xbox live? (Console Banned)

Also, would I be able to do something like this for Xbox?: Ultimate Base Roster V5 [51 Extra Retro Teams] + Updated Rosters'

Can anyone help? I'm not new to modding, just took a break. The only thing giving me problems is adding the .Ros file..

download a roster that is updated (find them at operationsports.com) then stick it on a USB and put it on the xbox (guides at OS as well)

until we have a REDitor for the 360, we cannot do a lot of modding of the roster file.
