pcarmtats.iff and pcarmtats.cdf editing

Just wanted to if anyone here has found a way to open this 2 files, mainly because i want to transfer my tattoo mods from 2k11 to 2k12, i already have the textures, please if someone knows please help,

the next version of this tool should allow for those files to be edited
