It can. The high settings need a better GPU not CPU.

This is what I got a few months ago.

It has a top end processor (Intel i7 2600, 3.4 mhz) and a decent video card AMD radeon 6700 for a decent price $850. Of course building your own is the best way to go but that can be a hassle if you don't know what your doing.

i7 costs a lot.-.- You can get 2500k then a better mobo. At least you've got free OS.lol.
