Hair from scratch?

How are people making such good hair texture on their CF's? I can't see to find anything online involving hair brushes or something? I'm trying to give my cyber face a short buzz all around only and i just can't figure it out. I have my tattoos, i have my face, but the hair is always messed up so i try and steal from another players hair, but it's never what i want!
