Low Quality Portraits

Hi Guys. I was updating some portraits for a patch that I'm doing. And after add some rookies to the portrait_hi.iff I noticed that the picture that is load is from the portrait.iff file. I watch my settings and all was in high. I also noticed that the portrait and the portrait_hi files are not the same, not only in the size of some pictures, but also in the number. Portrait_hi have something like 1400 pictures, and portrait have more than 1500. So what I'm wondering is if this is only my problem or everyone have this problem.
