Signing FAs in Association

i'm having diffculty signing FAs in the Association mode. my team is way over the salary cap and i tried using the MLE. but everytime offer a contract within the MLE, it always says that i can't sign FAs if team is fewer than 12 players and i can only sign for a league minumum of $487K. problem is that my team is not fewer than 12 players and when i try to follow signing the league minimum, it also says the same.

can somebody help me re this stuff? thanks in advance!

yes. i was trying to sign players who are rated 65 and below knowing that they will bite the minimum salary but still can't sign them even if their interest bar is full.

the FAs are not from the D-League. these players are already in the FA pool (Stackhouse, etc.).

Are you over the hard cap? If you are and have at least 12 players, the game won't let you sign anyone even for the minimum.

yeah i'm way over the hard cap. maybe that explains why i can't sign those FAs at a minimum pay. thanks for the help bro!
