Mod Tool?

hi, there's a nba mod tool used to edit globals, cf's etc, im not sure which one there is, being there are a few out, could some one point it out to me, i wanna try my hand at a couple things, hopefully its also compatible with win 7 64 bit ?

search up and down the global file and you can edit a lot of stuff like sweat effect and so many things.......
