Roster: Hands?

I know I should know the answer to this basic question, but I'm working on the FIBA ROSTER and I need to know the answer to make sure I'm rating the players correctly. The "Hands" attribute... Is that rating for how good that the player is at holding on to the ball while they are dribbling or is does that mean that they have active hands for defensive purposes... like knocking the ball loose or deflecting passes? Please help. Thanks in advance.

how prone they are to drop a pass thrown to them.....spend some time in My Player with a low rating for hands and it gets very frustrating
