I think you've touched on a fair amount of the complaints and issues with NBA Live 10. Ultimately I'd still call it an improvement on NBA Live 09's gameplay - at least in some respects - but absolutely, there are things to be fixed in NBA Elite 11 and I completely agree that Dynasty needs an overhaul. Hopefully we'll see some changes there, the new controls and physics are the big thing this year but game modes have been alluded to so there's a chance it'll be a better all around product.
As far as the situation with the patches go, the main complaint that I have (and others seem to have as well) is that a couple of the fixes caused other issues; there was a fix that made the CPU improvise when the play broke down which is good, but it often led to shots being attempted way too early in the shot clock and more turnaround fadeaways by players who shouldn't be attempting them. There's also the lockups which seem to be a post-patch issue, or at least I don't recall encountering any before the updates.
